Secretary election not on agenda at the BCCI AGM on September 29

On September 29, the Board of Control for Cricket in India (BCCI) will hold its Annual General Meeting (AGM) in Bengaluru. On Thursday morning, September 5, the state associations received the notices for the AGM. The High-Performance Centre will open in Bengaluru at the same time as the board’s 93rd AGM, which will take place at the Four Seasons Hotel.

The election of a board secretary is not on the agenda, which is one of the key features of the AGM announcement. It was expected that the Board Secretary’s election would be a key agenda at the AGM following Jay Shah’s appointment as the independent chairman of the International Cricket Council (ICC), but it seems, that is not the case.

In order to elect the new secretary, the BCCI will now need to summon a Special General Meeting (SGM), which makes sense given that Shah is expected to take over as the ICC chairman on December 1.

The standard topics usually addressed and decided at the AGM, like the appointment of a representative to the ICC, are included in the two-page, eighteen-point agenda. This year’s call could be especially significant because Shah will no longer be able to represent the BCCI at the international organization. The candidate that the Board chooses must be knowledgeable about the proceedings of the ICC meetings.

The agenda also includes the following: adoption of the annual budget; appointment of the Ombudsman and Ethics Officer; election and induction of two representatives from the general body into the IPL Governing Council; and induction of one representative from the Indian Cricketers’ Association. In accordance with the Constitution, the AGM must also designate a Standing Committee and a Cricket Committee. It is also required of the AGM to form a Umpires Committee.

‘Report of the Internal Committee of BCCI constituted under Prevention of Sexual Harassment Policy’ is an item of note. Any resolution or notice sent to the secretary by a Full Member at least 21 days before the AGM will also be taken into consideration by the AGM. The meeting will also ratify rules framed by the Apex Council, mainly in relation to domestic cricket.
