Karnataka High Court Orders Public Release of RCB Stampede Report

Bengaluru, India: The Karnataka High Court has mandated that the state government publicly release its status report on the June 4 stampede outside the M. Chinnaswamy Stadium, which occurred during the Royal Challengers Bengaluru’s (RCB) IPL victory celebrations. The tragic event resulted in 11 deaths and over 50 injuries.

The government had requested the report remain confidential, but on Monday, July 14, the court denied this, stating there were no legal grounds for such a measure. The court described the report as merely “facts as perceived” by the government. The court has also directed that the report be provided to other parties involved in the case: RCB, the Karnataka State Cricket Association (KSCA), and DNA Entertainment Networks, the franchise’s event partners.

Investigations and Observations

This court order follows a series of developments related to the tragedy. The Central Administrative Tribunal (CAT), a quasi-judicial body, made a key observation on July 1, noting that RCB was responsible for drawing an estimated crowd of three to five hundred thousand people with a social media announcement for a victory parade. This remark was part of a 29-page order issued after a complaint was filed by Vikash Kumar, the Inspector General and Additional Commissioner of Police, Bengaluru (West). Kumar was one of five officials dismissed by Chief Minister Siddharamaiah for “substantial dereliction of duty” and failing to seek “guidance,” which led to the situation spiraling out of control. The tribunal observed that RCB had “created nuisance” by proceeding with the celebrations without the necessary regulatory permissions.

Meanwhile, a thorough CID investigation is ongoing. Key members of RCB’s top brass and DNA Entertainment Networks have submitted their testimonies. While a date for a final judgment has not been made public, RCB’s Chief Marketing Officer, Nikhil Sosale, was arrested and later granted bail last month.

Since the incident on June 4, RCB has not made any public statements on their social media channels. However, they did announce increased compensation for the families of the deceased and support for the injured, pledging to form a fund called “RCB Cares” to assist all affected families.
