According to a press release by AIBA, it has stated that the Association will continue to work towards improved measures in order to achieve the highest level of transparency as possible and therefore a method of “live-scoring” was proposed, where in the scores of every round by every judge will be publicly put into display at the end of the round.
At the end of round three, the final scores will be displayed publicly only after the official announcement of results.
The AIBA Board of Directors voted and approved of the amendments to AIBA Technical and Competition Rule 18.
In addition to this the Bout Review procedure will be applied for the youth events for the first time. The team manager or the head coach of the defeated player must start the protest procedure within 15 minutes after announcement of the decision is made and then must complete the protest form and submit it within the next 30 minutes.
Per competition, each team will be allowed up to two failed Bout Reviews and upon reaching the maximum number teams will not be allowed to lodge any further protests during that competition.
If the Technical Delegate decides, following consultations with the Bout Review Jury, that the protest should be allowed to proceed, the Jury will review the bout. The Jury will consist of the Observer, the Referee Evaluator and the Judge Evaluator. Decisions with the scores 5:0 or 4:1 are non reviewable, the only possible alternative is split decision 3:2.
In the instance of a protest claiming that an AIBA Technical Rule was violated by the Referee, the protest should clearly point out which AIBA rule has been breached, the round in which the breach is alleged to have taken place, and how the breach impacted the final result.
The Bout Review Jury will determine the winner of the protested Bout by making use of all three scoring criteria and taking into consideration the issues raised by the protest:
– number of quality blows on target area;
– domination of the Bout by technical and tactical superiority;
– competitiveness.
The jury’s decision should be unanimous and will be final.
